UGC Recommends: College Teachers, Asst. Professors and Staff to get 22-28 per cent salary hike

Almost 8,00,000 teachers and staff currently employed in colleges, universities and institutions run by the Centre and state governments are set to get a salary hike to the extent of 22-28%.

The Cabinet is set to take up a UGC panel’s proposal in this regard this month itself, sources said, adding that it is “most likely to sail through”.

A senior HRD ministry officer said “A decision on allowances will be taken up later,” .

As per the recommendation, an assistant professor’s basic salary would hike by Rs 10,396 with a grade pay of Rs 6,000 meanwhile an associate professor will get pay hike by Rs 23,662.

The very last pay hike for teachers was implementaion carried out in year 2006. Several teachers ‘ associations of various universities and colleges have been intimidating to be on strike upon the delay in implementaion of the 7th pay commission even after the UGC panel submitted its report in February this season.

The pay revision is beneficial to faculty and staff in state govt-funded universites and colleges, at central universities, and other centrally funded technological institutions such as IITs, NITs, amongst others.

Centrally-funded technical institutions will have distinct pay framework and an alternative pay panel has recommended increasing their salary composition, however, the proposals are being considered collectively, officials said.

The salary hike will probably cost about Rs 70,000 crore over a period of  years, which would be distributed evenly by the Centre and state governments, sources said.

The government had constituted a pay review committee last year, headed by UGC member VS Chauhan, which submitted its suggestions earlier this season. After that, the HRD ministry formed a committee to review the recommendations.

According to the recommendation, the prevailing system of assessing yearly performance of teachers in addition has been modified, keeping in purview recommendations from various stakeholders. For example, the existing point system may be replaced with a grading system.

The Committee in addition has suggested linking grants to universities to the vacant positions filled by them and qualified individuals to have the ability to make direct entry at both associate and professor levels.
