Panjab University to re-advertise posts of Assistant Professors as per SC judgment

The Panjab University has decided to re-advertise the posts of assistant professors in the wake of March 16 order of the Supreme Court. The committee which was constituted under Dean University Instructions Prof AK Bhandari to look into the ramifications of the apex court order ruled on April 9 that those who had been awarded PhD degrees prior to December 31, 2009, and had not cleared National Eligibility Test (NET) or State Eligibility Test (SET) would not be considered for teaching posts.

During the syndicate meeting on April 20, the committee findings were placed for approval but the matter was deferred. The findings of the committee will now be put before the syndicate meeting slated for July 19 for reconsideration.

The issue came up at PU as there was a senate decision dated December 20, 2011, which said, “That all the PhD candidates, irrespective of the year they completed the degree in, are eligible for the post of assistant professor in the university as well as the affiliated colleges…”

One of the observations of the apex court was, “That the PhD holders who were awarded PhD degrees prior to 31.12.2009 cannot be said to have legitimate expectation maturing into any right to be considered for appointment on teaching posts in the university, without obtaining the NET/SET qualification, unless the UGC has provided any exemptions.”

Following the SC decision, the committee said that the posts will be re-advertised as per the UGC norms.
